Jamaica or Costa Rica For A Cheap Destination Wedding?

This is my 2nd marriage and I have 2 kids (10 & 13) - there are anywhere from 5-15 or more people planning on going depending on when, where and how much it costs.

I am looking for a family friendly, all inclusive resort with adventurous things to do for all ages and the least amount of red tape possible for the actual wedding.

I want to wed on the beach. I've read up on Jamaica, Dominican, Costa Rica and Mexico - so far Jamaica and Costa Rica seem the easiest but the price difference between the two is significant so I can't make up my mind! For time frames - I'm willing to go off season - a lot of "guests" are not as willing or able due to other commitments.

The travel agent I've tried working with never answers specific questions so I'm at a loss when it's cheaper to go! Even though it's probably not cheaper, I'm looking at late February or early March 2012.

Anyone with tips on specific resorts, experiences, etc feel free to let me know!!
